Every Jutsu will be given a Difficulty and Mastery Rating when reviewed by the Sorakage/Admins.
Difficulty is doubled for each rank below the rank required.
If a Jounin attempts Jounin Jutsu [Rating of 15]
If a Chunin attempts Jounin Jutsu [Rating of 30]
If a Genin attempts Jounin Jutsu [Rating 60].
Ninja scrolls are required to request jutsu.
Scrolls are awarded through Missions and Events.
